STEPHANIE PRATT TO SPENCER PRATT AND MTV: MY DUI WAS A SET-UP!

Stephanie Pratt is seething in silence because she thinks her DUI arrest was a set-up masterminded by her brother Spencer Pratt and “The Hills” MTV producers. Here’s why: Ratings on the show have been dropping and producers and Spencer have been conspiring to create drama and get publicity for the stars. Sunday night they were filming for the show at Empire while Holly celebrated her birthday. The camera lingered on Stephanie drinking and they encouraged her to drink more. When it came time to leave, Stephanie hesitated because she IS careful about driving even if she drinks only a little, but Spencer and the producers assured her she was fine. A cop car was conveniently parked right out front and nabbed her before she drove 20 feet. She was only a fraction over the legal alcohol level. Stephanie spent a miserable night in jail. She believes that her “hitting rock bottom” with her drinking is just a plot created for benefit of the show. She’s privately FURIOUS but doesn’t know what to do.

WILL LANE GARRISON WORK IN HOLLYWOOD AGAIN?

Lane Garrison is still trying to do all the right things. First of all, he admitted his guilt. While he was in prison for the drunk driving accident that killed a teenage boy and injured two teen girls, he studied and was a model prisoner. We hear that recently he arranged to have separate private meetings with the families of his victims and he apologized profusely and begged for forgiveness. Lane will be on probation for four more years and we can’t help thinking he’s more sincere than Michael Vick. But will Hollywood give the “Prison Break” actor another chance?

TWO WHEELS ARE ENOUGH FOR LORI PETTY

Lori Petty (“A League of their Own” and “Tank Girl”) is taking no chances today – she’s riding her bike instead of driving. She earned herself a DUI a few weeks ago when she had a minor collision in her car with a skateboarder. Lori is very low key – almost unrecognizable – in her yellow glasses and baggy clothes as she runs errands in Santa Monica.

LANE GARRISON: CAN HOLLYWOOD FORGIVE AND FORGET?

Lane Garrison, looking paler and thinner, is out of prison and on his way to rehab where he will be locked up for another six months. In 2007 Lane was sentenced to 3 years and four months in prison for a drunk driving accident that left one boy dead and two teen girls injured. While he was incarcerated, Lane took college courses, studying Spanish and business, and he was a model of good behavior. After rehab, he’ll be on probation for four years. Will Lane, who ironically appeared on “Prison Break,” still have a career in Hollywood?

There IS a bright side to Heather Locklear’s recent DUI arrest. That would be THIS booking photo. We’ve seen a lot of mug shots and this has to be one of the most flattering of all time. Leave it to Santa Barbara police to have great lighting. There is a lot of conversation about Heather’s supposed despair about her declining beauty. If this photo doesn’t cheer her up, nothing will. She doesn’t have a line on her face and looks weepy, but very young and vulnerable. With huge innocent eyes. Most people in her situation look haggard and skeevy with black circles and other abominations. Since this photo may follow her for years to come, Heather does have something to be grateful for.

IT'S TIME FOR HEATHER LOCKLEAR TO FACE THE MUSIC

Maybe Heather Locklear’s arrest for driving under the influence will finally make her aware of her own state of denial. According to acquaintances, Heather has been abusing prescription painkillers every day for around 20 years. Specifically vicodin. This kind of long term pill popping can easily lead to kidney damage and the need for dialysis. One of her exboyfriends is hooked on the same pills so they had a great time while it lasted. Obviously, Heather’s recent aborted attempt at rehab where she claimed it was for “depression,” didn’t help at all. It makes one rethink the possible causes for her divorce from Richie Sambora. Heather is well liked in Hollywood and everyone hopes she’ll finally get a grip on this problem.

SHIA LABEOUF TOILET SEATS ARE A HOT COMMODITY

Maybe the most interesting thing about Shia LaBeouf’s truck rolling over was what flew out the window. The street around his accident was strewn with his gym bag, hot pizza in a box, and several brand new toilet seats. Shia and his friends in Echo Park like to express their artistic side by decorating toilet seats. (It’s better than graffiti) They paint pictures and sometimes mottos like “Pooperazzi” or “High End For Your Rear End.” Shia and his buddies make extra money by selling their fancy toilet seats at local flea markets. He IS a character. We’ll be watching for him at the Rose Bowl.

HAS JACKIE WARNER ADDED MENDACITY TO HER LONG LIST OF ACCOMPLISHMENTS?

We were really amused by Jackie Warner’s comments to reporter Chris Yandek about her DUI arrest in 2006. We included the DUI story (first printed in The National Enquirer) in an item about her excessive partying being in contrast to the “healthy lifestyle” she promotes on her Bravo reality series Work Out. Jackie, a hot lesbian icon, says a disgruntled exgirlfriend sold the story and called it “ridiculous.” She said “The National Enquirer pays people to write bad articles. It was so absurd that I talked to my (law) firm and they said, just ignore it. It’s the National Enquirer.” That’s odd, we’re thinking that if there were no legal evidence of that DUI, Jackie would certainly have demanded a retraction, at the very least.

Here’s Lindsay Lohan leaving Taverna Tony in Malibu Sunday night. She really thought she could pull the wool over everyone’s eyes by wearing that alcohol monitoring SCRAM ankle bracelet. Her flaunting the device at alcohol fueled parties and clubs made her intentions clear. She wanted everyone to know it’s all right to hang out with boozers as long as the anklet is there! Now that she’s been arrested for DUI and cocaine possession once AGAIN, surely the value of this device will be questioned. We doubt that Monday was the first day she indulged in substances, but no alarm bells went off, did they? At least someone is profiting from her behavior – lawyers and rehabs are raking in the bucks. She’s checked herself into yet another rehab facility.

JACKIE WARNER: DO AS SHE SAYS, NOT AS SHE DOES

Jackie Warner, reality TV’s hottest lesbian, isn’t exactly living the healthy lifestyle she promotes on her Bravo series “Work Out.” Not only was she busted for DUI, but she was hauled into court for allegedly beating up and knifing her girlfriend. According to The National Enquirer Jackie was arrested last October in Hollywood for driving while intoxicated and without a license. She is still in a court ordered alcohol abuse program but that doesn’t stop her from boozing it up at West Hollywood gay clubs. Her ex-lover Mary Aloe claims Jackie put her in the hospital twice and has a restraining order against her. On Memorial day Jackie reportedly got stumbling drunk at The Abbey and was seen screaming at a female companion in a nearby parking lot. So much for clean living.

LINDSAY LOHAN: FATHER DOESN'T KNOW BEST

Above we have a look back at Lindsay Lohan in happier days. We didn’t feel SORRY for Lindsay when we heard about her latest self destructive behavior, but we do now that her father has stuck his nose into it. Granted, Lindsay’s car wreck, DUI, and possible drug problems are appalling, but not really surprising, given her history. What’s REALLY grating is limelight-hungry Michael Lohan (who’s no stranger to DUI charges either) seizing the opportunity to publicize himself as a reformed hell-raiser who got religion while in prison. Now he boasts that he’s a minister and he’s putting himself on a pious pedestal making judgments about his daughter. He blusters that she needs God in her life and “faith-based rehab.” Hey, she could also use a decent, caring father.
